Preamble.
- In order to retain the success accomplished by the World Workers Union and to ensure that the prosperity made by both the people and the government shall not be hampered to the whims of opposing political opinions the World Workers Union shall be a no party state. Power shall be granted by the people and the nation shall be of the people, to express their desires and to lead them into a more harmonious and prosperous future.
Powers of the government.
- It is the sole duty of the government to maintain the system of order within the World Workers Union. The purpose of the government is to continually build the strength of the World Workers Union while maintaining the peoples prosperity and safety from any threat, foreign or domestic.
I. It is the right of the government to pass laws governing the Union. These laws may not intrude on the liberties the population is entitled to and in no way may they alter the power or position of the government.
II. It is the right of the government to impose taxation. These taxes are meant to be a way of sustaining the nation, it's people and their way of life.
III. The government has the right to declare war and peace and to finance a war, to establish an armed forces and to conscript the population into the armed forces.
IV. Private property within Nilpnt has been abolished and the government has the right to develop, however they want, any piece of land within Nilpnt. The government must pay adequate compensation however to any persons who resided on the land.
V. In the name of national security the government has the right to suspend elections for up to 2 years, more if passed by a national referendum.
Powers of the people.
- Being a state of the people the people are encouraged to have their own political ideas and while they may not directly emplace the controlling government officials they can ensure the government does not misuse or overstep its boundaries.
I. The people have the right to call for a referendum on any matter that they feel has breeched their liberties.
II. It is within the rights of the people to call for an impeachment for any government official they feel has abused their power.
III. The people have the right to take part in elections, to run for elected offices and to establish sub-level government positions.
IV. The people have the right to demand new elections should they feel the government is inadequately doing its duties.
Administration of the Government.
The government, namely the House of Ministers, has authority over other state organs and is allowed sole administration over the following:
I. Admission of new territory into the World Workers Union and establishing Union dominance into the area before the lower state organs have jurisdiction.
II. Establishment of administrative section boundaries and defense forces.
III. Large-scale foreign trade and economic agreements.
IV. Establishment of economic plans for the Union.
V. Control over large scale industrial, agricultural and commercial establishments.
VI. Control over the monetary system within the Union to a degree.
The system emplaced is designed for the people, to improve and ensure the peoples lifestyle. Should this ever change the government has failed to do the job it was intended to do and is useless. Only then is a revolution warranted and the people have the duty to change what hinders them.
