The military of the Union is huge and would be to costly to maintain in a fashion similar to other nations militaries.
Paying all soldiers a large wage would engulf the entity of the military budget, forcing the Union to operate a much smaller and less effective military and severely limiting the capabilities and the amount of money used in purchasing, developing and maintaining equipment.
So to ensure that the Union can have a large, effective military soldiers, being in service for life, will receive the necessities of life freely. (Housing, utilities etc.)
Another problem plauging modern military is the upkeep cost of equipment, most of which is because they are forced to pay the ones maintaining the equipment. Because the Union operates extremely large numbers of various types of equipment it would be to costly to maintain it in the fashion of most militaries.
So to ensure the Union can have a large stockpile of equipment reserves, who receive no pay and aren't actually soldiers, are used to freely maintenance all equipment, which drastically reduces the required maintainers budget.
Reserves work 2 days of every 11, being taken from their normal jobs to their assigned military installation. Though they receive no pay they do however receive government benefits for both personal and economic endeavors, if they choose.
